State colleges, universities urged not to hike tuition fee

The Commission on Higher Education (Ched) has recently issued a directive urging state colleges and universities not to raise tuition and other fees this school year.

The order aims to provide poor but deserving students with access to college education. Carlito Puno, chairman of Ched, said. Dr. Edgar S. Balbuena, president of the Jose Rizal Memorial State College (JRMSC) in Dapitan City, disclosed an interview with the government information arm that he would support the Ched order not to raise tuition and miscellaneous fees this school year.

Balbuena said that JRMSC's mandate centers on providing the poor but deserving students in Zamboanga del Norte and neighboring provinces access to college education.

He, however, admitted that with the rising costs of goods and services, the only option is to raise tuition.

Tuition at JRMSC varies. Those who are taking up nursing, marine engineering, and marine transportation are paying P200 per unit. Student entering first year or second year taking up courses like education, engineering, criminology are going to pay P100 per unit. But those who are entering third year, fourth year, or fifth year will only pay P50 per unit.

Balbuena further said all high school valedictorians will enjoy free tuition even if they are nursing and maritime education courses. "The college also caters to scholars sponsored by DILG, Ched, and Foundations," the college president announced.

The college was created in 1996 by virtue of Republic Act 8183. Its main campus is in Dapitan City with sister-campuses in Dipolog City, Katipunan, and Siocon.
